Medical & Recreational Marijuana

Malta established a regulated framework for the medical cannabis industry in 2018, when Parliament approved the act regulating the production of cannabis for medicinal and research purposes. These laws effectively legalised the production, cultivation, processing, import, export and prescription of medical cannabis. Oversight of the cultivation, manufacture, import/export and distribution of medical cannabis is carried out by the Malta Medicines Authority (MMA). Since then, this novel industry has taken hold, with a number of ventures setting up in Malta. 

In December 2021, Malta passed legislation that further amended rules around marijuana. These rules created the Authority for the Responsible Use of Cannabis (ARUC) and introduced not for profit organisations called Cannabis Harm Reduction Associations that are licensed by ARUC to produce and distribute cannabis to their registered adult members.
