Malta’s rise as a global centre for gaming is the result of early adoption of regulatory policy, continuous innovation and a long standing commitment to maintaining a stable yet dynamic framework for operators. The sector began taking shape in the early 2000s, and in 2004 Malta became the first EU Member State to introduce comprehensive remote gaming legislation (the Remote Gaming Regulations under the Lotteries and Other Games Act), marking a turning point for the industry.
The 2018 Gaming Act further strengthened and modernised this framework, consolidating regulation under the Malta Gaming Authority (MGA). It expanded the compliance and enforcement powers of the MGA and entrusted it with a more active supervisory role. This aids Malta’s mission to remain a leading and trusted jurisdiction for both Business to Consumer (B2C) and Business to Business (B2B) gaming activities.
Over the years, the MGA has adopted a proactive approach to evolving technologies, and responsible gaming practices whilst keeping in check of emerging risks. This consistency has earned Malta a reputation as a “tried and tested” jurisdiction, supported by transparent processes and a recognised supervisory model.
An Important Sector to Malta’s Economy
The gaming industry continues to make a significant contribution to Malta’s economy:
- In 2024, the sector generated €1.39 billion in Gross Value Added (GVA), representing 6.7% of Malta’s economy, with indirect contributions bringing it to 10.1%.
- In 2024, employment linked to the industry stood at around 18,000 people, or 6.2% of the national workforce.
